1. 요약(Abstract)
This research focused on drafting an operational agreement between the local government, which is the commissioning authority for the extension segment of Seoul Metropolitan Subway Line 8, and Seoul Metro, the entrusted operating company, in a manner that does not violate relevant laws and is mutually reasonable, up to one year before the opening. Furthermore, it presented the identification of an efficient and safe operating company suitable for the historical operation through predicted operating cost results and an Analytic Hierarchy Process (AHP)-based expert survey. Additionally, a cost-sharing plan among local governments was devised, taking into account fairness issues for segments where the operating costs and revenue do not align, without the need for station installations but comprising only the mainline.
본 연구는 수도권 전철 8호선 연장구간의 위탁운영기관인 지방자치단체와 위탁운영사인 서울메트로 간에 개통 1년 전까지 관련 법령에 위배되지 않고 상호 합리적인 운영협약서를 작성하는 것에 초점을 맞추었다. 또한 운영비 예측결과와 AHP(Analytic Hierarchy Process) 기반의 전문가 설문조사를 통해 역사적 운영에 적합한 효율적이고 안전한 운영사 선정을 제시하였다. 또한 역사 설치 없이 간선으로만 구성되어 운영비와 수익이 일치하지 않는 구간에 대한 공정성 문제를 고려하여 지자체 간 비용분담 방안을 마련하였다.
